Does an RPL qualification have the same AQF level as one completed through training?

Yes—if you receive the same qualification, it has the same Australian Qualifications Framework (AQF) level whether you met its requirements through recognition of prior learning (RPL), training, or a combination of both. The AQF level belongs to the qualification. RPL is a way of assessing what you already know and can do; it is not a separate, lower-level qualification.

What determines a qualification’s AQF level?

The Australian Qualifications Framework describes the levels and types of qualifications in Australia. For a vocational education and training (VET) qualification, the qualification itself—not the amount of classroom time you complete—determines its AQF level.

For example, if a registered training organisation (RTO) awards a particular Certificate III after assessing a person through RPL, it remains that Certificate III. A learner awarded the same qualification after completing training receives a qualification at the same AQF level. The two learners may have taken different routes to demonstrate their skills, but the level of the qualification has not changed.

Check the qualification’s exact code and title rather than relying on a broad description such as “a construction certificate”. You can look up nationally recognised VET qualifications and their requirements on training.gov.au. Two qualifications with similar names may have different codes, requirements or levels.

What changes when you use RPL?

RPL changes how your existing skills and knowledge are assessed. It does not remove the requirement to meet the relevant unit or qualification requirements. An RTO assessor must consider evidence of what you can currently do against the applicable requirements and make the assessment decision.

Depending on the qualification and your experience, evidence might include examples of completed work, workplace documents, licences, references, interviews or practical demonstrations. A job title or number of years in an industry may help explain your background, but neither automatically proves every required skill.

If your evidence covers only some requirements, the RTO may recognise some units while identifying gaps to address through further evidence, training or assessment. That is different from being awarded the full qualification. Will the certificate say it is a different AQF level because of RPL?

No. An RPL assessment does not create a separate AQF level for the qualification. What matters is the credential the RTO actually issues. If you meet all requirements and the RTO awards the qualification, its code, title and AQF level are those of that qualification. If you meet the requirements for only particular units, you may instead receive a statement of attainment for those units—not the full qualification.

It is worth checking the outcome you are seeking before you start. Ask which qualification code is being assessed, which units it includes and whether your existing evidence is likely to address the requirements. The RTO, not an advisory service, decides what evidence is sufficient and whether to issue a qualification or statement of attainment.

Does having the same AQF level mean the same licence or job outcome?

Not necessarily. An AQF level describes the level of a qualification; it does not, by itself, grant a trade licence, registration, job or visa. Licensing and registration authorities may have additional requirements, including particular units, supervised experience or other conditions. Employers may also set their own selection criteria.

If you need a qualification for licensing, check the rules with the relevant licensing authority before choosing an RPL pathway. If your goal relates to migration, check the requirements with the relevant government authority or a suitably qualified adviser. A qualification awarded through RPL does not guarantee a licensing or migration decision.
