One of the most common questions people ask before starting a Recognition of Prior Learning (RPL) assessment is whether the qualification they end up with will actually be recognised if they move interstate, apply for a job in another state, or need to meet a licensing requirement outside their home state. The short answer is that a genuinely nationally recognised qualification is valid Australia-wide — but there are some important nuances worth understanding before you rely on that qualification for licensing or employment purposes.
How national recognition works under the AQF
Australia's vocational education and training (VET) system operates under a single national framework, the Australian Qualifications Framework (AQF). Qualifications issued by a Registered Training Organisation (RTO) that is registered to deliver a course on the national register are recognised in every state and territory, regardless of where the RTO is based or where the assessment took place. This applies equally whether the qualification was achieved through classroom study, workplace training, or an RPL assessment — the AQF framework doesn't distinguish between how the competency was demonstrated, only that it was formally assessed and certified by a registered provider.
Who regulates RTOs, and why it matters
Most RTOs are regulated nationally by the Australian Skills Quality Authority (ASQA), while training providers operating solely within Victoria or Western Australia may instead be regulated by that state's own authority. Qualifications from these state-regulated RTOs are still nationally recognised, provided the RTO and course are listed correctly on training.gov.au, the official national register of RTOs and qualifications. Before relying on any RPL outcome, it's worth checking that the issuing RTO and the specific qualification appear on this register.
RPL qualifications are treated the same as any other pathway
If you complete an RPL assessment through a properly registered RTO and are issued a genuine AQF-aligned qualification or statement of attainment, that document carries the same national standing as one earned through full-time study. Employers, other RTOs, and most government bodies across every state and territory are expected to recognise it on that basis. Where differences can still appear
National recognition of the qualification itself doesn't automatically mean every downstream requirement is identical across jurisdictions. A few areas where state and territory differences commonly arise include:
- Occupational licensing — trades and certain regulated occupations often require a state-specific licence on top of the qualification, issued by that state's licensing authority.
- Additional local requirements — some states add extra conditions, such as specific inductions, background checks, or local competency add-ons, before a licence is granted.
- Employer or industry expectations — while the qualification is valid nationally, individual employers may still have their own preferences or additional requirements.
- Visa and migration assessments — skills assessments for migration purposes are conducted by separate assessing authorities and are governed by their own rules, entirely independent of the RTO or RPL Access.
What this means for you
If your goal is a nationally recognised qualification for employment, further study, or as a general credential, an RPL outcome from a properly registered RTO should be accepted anywhere in Australia.
