If you receive JobSeeker Payment and have skills gained through work, you may be wondering whether employment services can help pay for recognition of prior learning (RPL). The short answer is: possibly, but it depends on your circumstances and your provider’s approval. Receiving JobSeeker Payment does not, by itself, entitle you to a free RPL assessment.
How could employment services help with RPL costs?
RPL is an assessment process that considers skills and knowledge you already have against the requirements of a qualification or units of competency. A registered training organisation (RTO) assesses the evidence and decides whether to grant credit and issue the relevant certification.
If you are receiving employment assistance, your provider may consider whether an RPL assessment would help you move into suitable work. Support is not automatic: the provider must consider the applicable program rules, your eligibility and whether the expense is appropriate for your employment goals. Do not assume your provider can reimburse an assessment you have already purchased. Ask about approval before you enrol, pay a deposit or agree to an invoice.
What should you ask your employment services provider?
Make the conversation specific. Your provider needs to understand what qualification you are considering, what it costs and how it relates to the jobs you are seeking. Useful questions include:
Ask your provider to explain any conditions in writing. If you do not have an employment services provider, check which services you can access before assuming that provider-managed funding is available to you.
What information can help your provider assess the request?
Prepare a short explanation of your work history, the roles you are applying for and why a particular qualification may help. A job advertisement showing that employers ask for the qualification can be useful context. You may also need a written quote from an RTO or clear information about its RPL process and fees.
Check the exact qualification code and whether the organisation assessing you is an RTO with that qualification on its scope of registration. The Australian Government’s training.gov.au register lets you look up training products and registered training organisations. An RTO can explain its evidence requirements, assessment arrangements, fees and whether any additional training might be needed.
Who decides whether RPL is granted?
There are separate decisions involved. Your employment services provider decides whether it can assist with costs under the rules that apply to your circumstances. The RTO conducts the RPL assessment and decides whether your evidence meets the qualification or unit requirements. Funding approval is not an RPL result, and paying an assessment fee does not guarantee credit or a certificate.

It does not make an employment services funding decision, assess or issue qualifications on an RTO’s behalf, or decide whether a qualification meets an occupation’s licensing requirements. Where a licence is involved, the relevant licensing authority makes that decision. Migration and visa decisions are also made by the responsible authorities, not by an RPL adviser or an RTO.
What if your provider cannot cover the cost?
Ask the RTO for an itemised explanation of its fees and whether other training or assessment options are available. If cost is a barrier, check whether you might be eligible for a government-subsidised training place in your state or territory; availability and eligibility vary. Compare the likely total cost and what you would need to complete, rather than assuming RPL will always be cheaper than training.
Before committing, confirm the qualification you need, the RTO’s assessment requirements and your likely out-of-pocket cost.
